When the Jefferson Area Board of Aging (JABA) decided to build a new central office, they hired Martin Horn during the planning phase. As the architect worked on the drawings, Martin Horn provided cost and time estimates. By the time the final plans were complete, JABA had an accurate price. There were no surprises, and the building was completed on budget and on schedule.
